Meet Your Osceola Clerk of the Circuit Court & County ComptrollerOsceola Clerk of the Circuit Court & County Comptroller Kelvin Soto, Esq. was elected in 2020. He has devoted his life serving his community and his country. A native of Puerto Rico, Clerk & Comptroller Soto served his country as a U.S. Navy Corpsman and took advantage of the G.I. Bill to work his way through college and graduate school. Immediately after completing his bachelor’s degree in business, Clerk & Comptroller Soto began a master’s program in public health epidemiology at San Diego State University. Upon graduation, he worked as a statistician and projects manager for the University of Southern California and the Los Angeles County Health Department. It was in this post that Clerk & Comptroller Soto took an interest in how public policy is shaped for the benefit of communities. Clerk & Comptroller Soto obtained his Juris Doctor from the University of California at Berkeley and became a member of the Florida Bar in 2006. Clerk & Comptroller Soto has a distinguished career as a private legal counsel and public servant. He served as a member of the Osceola County School Board for two terms (2012-2020) and was elected twice by his peers to serve as chairman of the board. In his role as the Osceola Clerk of Circuit Court & County Comptroller, Clerk & Comptroller Soto is committed to providing the highest level of service through a well-trained staff, bilingual personnel, educational materials, and user-friendly technological upgrades that allow the public to access more services online from the comfort of their homes. He is a certified Florida Clerk of Court and Comptroller (CFCC) through the Florida Court Clerk & Comptroller (FCCC) association and represents the office statewide by serving as a member on the FCCC’s Strategic Technology Committee, the Education Committee, and the New Clerk Academy Subcommittee.
