The Office of Kelvin Soto, Esq., Osceola Clerk of the Circuit Court & County Comptroller, is pleased to fulfill records requests for our constituents, media partners, and all other interested parties. We have branded our search resources as PERCH Search, or Public Electronic Records with Caring Hospitality Search, in recognition of the mockingbird that adorns our office seal.
Article I, section 24 of the Florida Constitution requires that “[e]very person has the right to inspect or copy any public record made or received in connection with the official business of any public body, officer, or employee of the state, or persons acting on their behalf, except with respect to records exempted pursuant to this section or specifically made confidential by this Constitution. This section specifically includes the… judicial branch[] of government and each agency or department created thereunder;…and each constitutional officer, board, and commission, or entity created pursuant to law or this Constitution.”
Below is a menu of where to view and/or request specific records series that our office maintains pursuant to Florida law. Many of our records are available free of cost through our website. For requests that require extensive use of clerical assistance, an estimate will be provided in writing before the office proceeds with fulfilling the request.

Court Records These records include copies of filings in civil, criminal, family, and other types of court cases. Access is governed by the Supreme Court of Florida’s rule 2.420, Fla. R. Gen. Prac. & Jud. Admin., and confidentiality provisions thereto.
Official Records These records include copies of documents recorded in the Official Records such as deeds, mortgages, final judgments, liens, marriage licenses, and other documents affecting ownership or interest in real property. Access is governed by chapter 119, Florida Statutes, and exemptions thereto.
Tax Deed Records These records include copies of documents filed as part of a tax deed file. Access is governed by chapters 119 & 197, Florida Statutes and exemptions thereto.
Financial Reports These records include financial reports of the Clerk & Comptroller’s Office. Access is governed by chapters 119, Florida Statutes and exemptions thereto.
Records Request Portal (JustFOIA) Use JustFOIA for copies of records including copies of contracts, invoices, emails, communications, older court cases or Official Records not available online, and other records of an administrative nature. Access is governed by the Supreme Court of Florida’s rule 2.420, Fla. R. Gen. Prac. & Jud. Admin., and confidentiality provisions thereto and chapter 119, Florida Statutes, and exemptions thereto.
E-Certified Records These records are electronically certified by the Clerk & Comptroller’s Office and sent via email to the requestor. Hard copy or wet ink certifications should be obtained by visiting or calling our office. Records presented via this format may be redacted according to Florida law.
Welcome to the Osceola Clerk of the Circuit Court & County Comptroller’s Marriage Application
Florida law requires all couples to read the Family Law Handbook before applying for a marriage license. If you have not done so, please download a copy of the Florida Law Handbook.
Please note that completing this application does NOT begin the three-day waiting period. The three-day waiting period begins after the couple comes together to the Clerk’s office and purchases the marriage license in person. Before beginning the marriage license application process, please complete the Acceptance Statement below.

As of October 2, 2023, the U.S. Department of State is offering faster processing times for customers who apply for a passport.
For routine service, customers can expect their passport 8-11 weeks after the passport application is delivered to a passport processing facility. Customers choosing expedited service can expect to receive their passports in 5-7 weeks.
***IMPORTANT***
If you are traveling in less than nine (9) weeks and require a passport, you may wish to call the National Passport Information Center within 14 calendar days of your scheduled travel (28 calendar days if foreign visas are required) at 1-877-487-2778, Monday – Friday, 8:00 a.m. to 10:00 p.m. in order to make an appointment for passport services at a U.S. Department of State Passport Agency.
